Lower Subansiri DA seeks cooperation for free and fair polls

ZIRO, May 11: Lower Subansiri district administration has sought full cooperation from the contesting candidates of the ensuing panchayat election in maintaining law and order situation in the district.

Deputy Commissioner, in a meeting with the contesting ZPMs of the district, appealed all concerned to follow the election code of conduct for free and fair conduct of election. The DC informed that movement of vehicle will be restricted on the day of polling on May 16 from 7 am to 4 pm within the district to check double voting. However, contesting ZP candidates would be allowed a vehicle during the day of polling for exigencies. Meanwhile the last phase of Panchayat Training of presiding and polling officers was also held at Abotani Hall, Hapoli. (DIPRO)

KWS mourns

ITANAGAR, May 11: Kara welfare society (KWS) deeply mourned the demise of Mikgi Kena who passed away on 5th of this month at Guwahati. He was the Assistant Secretary of the society and also was an active member of the KWS. KWS prayed for the eternal peace of the departed soul of Late Migki Kena.

Pre-Mother’s day celebrated

ITANAGAR, May 11: Kidzee Kids Angel School here celebrated Pre Mother's Day honoring the motherhood, maternal bonds, and the influence of mothers in society at Solar Energy Park today.

Around 60-70 mothers along with their children attended the celebration.

A cricket match was organized among the mothers where they were divided into four teams. The winning team was given the opportunity to cut the mother's day cake.

APCTA to continue non-cooperation

ITANAGAR, May 11: Arunachal Pradesh College Teachers’ Association (APCTA), in a meeting today unanimously resolved to continue the non-cooperation stir until its 2-point demands are met.

APTCA in a release informed that non-participation of govt. college teachers in the evaluation work of the university will continue until its demand for exemption of RGUPET for pursuing Ph.D to College Teachers who qualified UGC/CSIR (JRF) Examination, NET/SLET/GATE or have passed M. Phil and the entitlement of college teacher to act as supervisor for Ph. D in congruence with other universities of India are accepted by the university.

The meeting was attended by president of Assam College Teachers Association Prof. Rana Changmai and APCTA’s all unit joint secretaries.

The demand has also been supported by All India Federation of University & College Teachers’ Organization, the release added.

Sibal gets law, CP Joshi takes over Railways

New Delhi, May 11: Telecom Minister Kapil Sibal was on Saturday allotted the additional charge of the Law Ministry, following the resignation of Ashwani Kumar.

CP Joshi has replaced Pawan Kumar Bansal at the Railway Ministry. Joshi also holds the charge of Road Transport and Highways Ministry.

As per sources, a Cabinet reshuffle is being planned for next week and Sibal and Joshi would retain these ministries till that time only.

Full time ministers will be appointed following the reshuffle, they added.

Congress chief Sonia Gandhi is expected to meet senior party leaders later today to finalise the reshuffle.

Summer science festival

ITANAGAR, May 11: Vigyan Prasar, Department of Science & Technology, GoI, Noida, is going to organize a month long Summer Science Festival through Vigyan Prasar Edusat Network from May 20 to June 14 next at State Science Centre, I G Park, Itanagar.

The programme is aimed at providing opportunity to interact with the national level scientists/experts directly as well as to perform some hands on experiments for the children under the age group 11 to 14.

2 NSCN militants killed in gun battle

KHONSA, May 11: Two hardcore NSCN (IM) militants were killed by Assam Rifles in a gun battle in Tirap district recently.

Acting on a tip off, Assam Rifles along with Tirap Police launched a search operation in Wasathong village of Tirap where a group of militants was hiding. The militants started firing when the army-police team reached the area and bullets were exchanged, according to an Army release.

One of the two militants killed in the encounter was identified as Self Styled Captain John Tangkhul.

The troops recovered one AK 47 Rifle, one M-16 Rifle, 300 AK-47 live rounds, 3 Kg explosive (RDX), Cordex, detonators and grenades from the site.

Police suspects the explosives were meant to disrupt the ensuing Panchayat elections in the state.

'BJP will continue demand for resignation of PM’

ITANAGAR, May 11: BJP will continue its fight against the corruption of the Congress-led UPA government until Prime Minister Manmohan Singh resigns, a senior party leader said today.

"Our party will continuously fight against corruption being committed by the UPA government and we will continue till the PM resigns...," BJP national secretary Rameshwar Chaurasia told a press conference here.

Chaurasia, who arrived here this morning, said BJP would organise press conferences in various states to highlight the scams of the UPA government.

Referring to the Coalgate scam, he alleged that the coal block allocations were done bypassing official norms following which the country incurred loss to the tune of Rs 1.86 lakh crore.

Aunachal Pradesh BJP president Tai Tagak, national general secretary and former MP Tapir Gao and other party leaders were also present in the press meet.

BJP also submitted a memorandum to the President of India through the Governor of Arunachal Pradesh in protest against the ‘unconstitutional and undemocratic functioning of the government and incidents of the grave misuse of constitutional bodies.”

The BJP sought intervention of the President to safeguard the Constitution and uphold the democracy and said that Prime Minister should take moral responsibility and submit resignation.

At New Delhi: Sharpening its attack in the wake of resignations of two Union ministers on charges of impropriety, BJP on Saturday asked Prime Minister Manmohan Singh to do an honest introspection and step down as it is the "only option" for him.

BJP President Rajnath Singh said that elections are the only alternative in the present circumstances as the UPA government has "failed completely" on all fronts, including economy, internal and external security as well as governance.

He announced a nation-wide "court arrest agitation" from May 27 to June 2 under which the party cadre and leaders would reach out to the people and apprise them of the failures of the government. "If the Prime Minister does an honest introspection, then resignation is the only option for him," Singh said.

He asked the Prime Minister and UPA Chairperson Sonia Gandhi whether there is any place left for ethics and principles in politics or will ministers step down only after the Supreme Court makes adverse comments.

The BJP President maintained that had railway minister P K Bansal and Kumar resigned without delay the budget session of Parliament could have been saved and important legislations like Food Security Bill and Land Acquisition Bill could have been passed.

While pledging full moral support to the government on issues of sovereignty and national security, BJP cautioned that China is encircling India and effective measures need to be taken to deal with this threat. (with inputs from PTI)

HC sets aside notification, calls for election

ITANAGAR, May 11: The Gauhati High Court, Itanagar permanent bench has set aside the notification declaring the Nyapin ADC headquarters in Kurung Kumey district as urban area and called upon the authorities of the state to take steps for holding election in Nyapin ADC headquarters.

While hearing a writ petition (C) No 131 (AP) 2013, the judge of the High Court in his judgment (Cav) on May 10 said “I am of the clear opinion that the notifications dated 10.4.2013 as well as notification in WT fax message dated 13.4.2-13 were issued arbitrarily, capriciously, whimsically, and in mala fide exercise of power having far reaching consequences with enormously huge evil consequences. Accordingly, those two notifications stand set aside.”

“As a consequence of setting aside the aforesaid notification, this Court calls upon the state respondents as well as State Election Commission, State of Arunachal Pradesh to take steps in holding election under the Act of 1997 in Nyapin ADC headquarter of Kurung Kumey district in accordance with the requirement of constitutional dicta and all the statutes which hold the field,” the judgment pronounced. The high court judge in its order further said “while holding of election in Nyapin ADC Hq of Kurung Kumey district in accordance with requirement of law, I make it clear that every effort should be made not to disturb the ongoing election process unless it is absolutely required in view of directions rendered by this court in this proceeding.”

It has been observed in writ petition that while everything was set in place for conducting Panchayat election, the state respondents had issued the notification on April 10, 2013 which declared Nyapin ADC HQ as urban area with immediate effects and on the basis of such notification a WT Fax Msg dated April 13, 2013 was also issued declaring that no election to Panchayat Raj institution in respect of Nypin ADC HQ would be held since the same was declared as urban area.

The petitioners Gyamar Hipik and Tadar Chachung have also contended that the notifications issued on the April 10 and WT message were illegal since they are issued in arbitrary exercise of power and since they were issued in colourable and mala fide exercise of power. Therefore, they urged the court to set aside the notification as well the WT message.

RGUTA takes out protest march

ITANAGAR, May 11: The Rajiv Gandhi University Teachers Association (RGUTA) took out a protest march yesterday in the university campus to express their anguish over an unfortunate incident of physical assault on a faculty member by a student on May 7 in examination related matters causing him severe injuries. A large number of RGU students also participated in the March.

The protesters met the Vice-chancellor outside his office and reminded him to take appropriate actions against the offender student including expulsion from the university and lodging an FIR as demanded in its memorandum submitted earlier. Members of RGUTA also deeply resented against the inaction and apathetic attitude of the university authority in taking action against the offender till date.

The RGUTA unanimously resolved in its general body meeting that all faculty members would dissociate themselves from the examination and examination related works if appropriate action and necessary measures are not taken immediately by the university administration in this regard. The Association will also explore other democratic means to achieve the goal of bringing a peaceful environment in the campus for higher learning. It appealed to the Rector of the university, MHRD, state administration, intelligentsia and peace loving people of the state to intervene in this regard.

APCDA observes one-day strike

ITANAGAR, May 11: Arunachal Pradesh Chemist and Druggists Association (APCDA) yesterday observed one-day strike by closing their shops in support of the call of one-day nation wide strike by All India Organization of Chemist & Druggists (AIOCD) against the new drug policy and its impact on traders.

All pharmacies and drug stores in the state remained closed for the day yesterday, informed APCDA in a release.

AIOCD’s demands include no reduction in trade margins as proposed in the new drug policy, not making it mandatory for a chemist to have a qualified pharmacist at the shop while selling medicines, chemists not to be held responsible for errors of manufacturers, and no Foreign Direct Investment in the pharmaceutical trade. Later, the members of the association assembled in Vivekananda Hall, here and criticized the new drug policy.

Addressing the meeting, both the president and general secretary of APCDA urged each and every member to make effort to check sub-standard and spurious medicines from the market. They also appealed to the people to be conscious while buying medicines/drugs.

Health secretary inspects district hospital

ROING, May 11: The Secretary of Health and Family Welfare Department, Indra Mallo Jain along with Lower Dibang Valley Deputy Commissioner Shiv Kumar jointly visited District Hospital, Roing today.

They inspected various sections of the hospital, including OPD, Pathological Laboratory, City Scan and Ultrasound rooms, Direct Observed Treatment (DOT) Centre, X-Ray room, medicine store rooms, OT room, integrated Counseling and Treatment Centre, Homeopaethic and Ayurvedic Clinic and the new RCC building under NRHM.

The Secretary asked the DMO to utilize the new RCC building constructed under District Hospital upgradation scheme of NRHM and to shift the female, maternal and child ward to the new building within June. Seeing that the medicines are haphazardly stored in a dilapidated room she directed the DMO to store the medicines in another room in orderly manner which will enable them to find the required medicines immediately during emergency. She also suggested them to keep record of medicines in the store room.

She also instructed the doctors to re-arrange the pathological rooms where the blood bank is supposed to be set up and to maintain general sanitation in the hospital premises. She further directed all the hospital staff to wear uniform during duty hours.

The Secretary also asked the DMO to re-submit the proposals for infrastructure development of District Hospital along with the detailed estimates and the proposal regarding training of MOs for anaesthesia, ultrasound and City Scan etc.

She also enquired about the implementation of Janani Sishu Suraksha Yoyjana and proceedings of the Rogi Kalyan Samiti of the District Hospital. DC Shiv Kumar instructed the DMO to put a signboard displaying various sections of the hospital so that people can easily locate the sections.

Highlighting the various problems of the hospital, DMO Dr Atlok Yirang informed that an estimate of Rs 27 crore was submitted to the Govt. two years ago for infrastructure development of the District Hospital and a separate estimate of Rs 1.25 crore for security fencing of the hospital. He also informed that the City Scan, ultrasound and x-ray machines are lying unused due to lack of trained man power and low voltage in electricity supply. He further said that the maternal and child ward could not be shifted to the new RCC building till date due to shortage of nursing staff. He said that at least four additional nursing staff will be required to shift to the new building. However, he assured to shift the female, maternal and child ward to new building once the construction of the under constructed eye ward is completed.
